Nominal Average Pump Operating Time against the 10.0 hr ceiling — Miami-Dade Code Sec. 24-42.3
Every sewage pump station must hold a Nominal Average Pump Operating Time of 10.0 hours per day or less.
A station above 10.0 hr goes under moratorium: no new building permits may be issued for connections upstream until a Remedial Action Plan is certified and capacity restored.
A sewer allocation letter is approved only when the station's projected NAPOT — current NAPOT plus the proposed project's flow — stays at or below 10.0 hr.
Why measurement is a regulatory question. NAPOT is measured in pump run hours, not sanitary volume. Every hour the pump runs on infiltration, recirculation or a stuck float counts against the ceiling exactly like an hour of real sewage. A station can be pushed into moratorium — freezing development across its whole basin — by water that was never there.

These stations report above 10.0 hr, but the excess is run time on water that was never sanitary flow. Correcting the measurement — not building capacity — returns the basin to compliance and reopens permitting upstream.
These stations pass on today's run hours, so nothing flags them. But the allocation test is projected NAPOT — and flow already approved but not yet built pushes them past 10.0 hr. Further allocation letters here should stop before the breach, not after.

A pump cannot tell sewage from groundwater. Each of these adds run hours that count against the ceiling.
Storm water entering through failed seals and cracked laterals runs the pump on water that is not sewage.
Control. Correlate run hours against rainfall and groundwater to separate wet-weather hours from base sanitary flow.
Discharge leaking back into the wet well is pumped twice, doubling run time for one volume.
Control. Compare pumped volume against downstream flow — a persistent gap is recirculation, not load.
A mis-set or fouled float restarts the pump above true draw-down, adding starts without moving sewage.
Control. Watch cycle count against volume per cycle; rising starts at falling volume is a control fault.
A welded contactor or stuck relay reports run time the pump never performed.
Control. Cross-check the run signal against motor current — hours without current are reporting artifacts.
